Media Statement: The South African Human Rights Commission Endorses the Nomination of Tshepo Madlingozi to the African Commission on Human and Peoples' Rights

The South African Human Rights Commission (SAHRC) is pleased to announce its endorsement of the nomination of Commissioner Tshepo Madlingozi to serve as a Commissioner of the African Commission on Human and Peoples’ Rights (ACHPR). Commissioner Madlingozi has been nominated by the Government of the Republic of South Africa.

The ACHPR is the African Union’s primary human rights oversight body, tasked with promoting, protecting, and interpreting human rights across the continent. Appointment to the Commission is a significant recognition of an individual’s expertise, independence, and commitment to advancing human rights in Africa.

Commissioner Madlingozi currently serves as a full time Commissioner at the SAHRC, where he leads the Anti Racism, Education, and Equality focus areas, and chairs the Legal and Ethics Committee. His work at the Commission has been marked by principled leadership, strategic guidance on governance, and deep engagement in constitutional and human rights matters brought before the SAHRC.

Beyond his contributions to the Commission, Commissioner Madlingozi is a distinguished scholar and advocate for social justice. He serves as Adjunct Professor affiliated with the  Chair for Critical Studies in Higher Education Transformation at Nelson Mandela University (since 1 November 2025) and as Extraordinary Professor in the Department of Public Law at Stellenbosch University (since 1 January 2026). These roles position him at the forefront of thought leadership and transformation within the higher education and legal sectors.

Throughout his career, Commissioner Madlingozi has contributed extensively to constitutional litigation, human rights advocacy, policy development, and research aimed at advancing equality and social justice. His experience, independence of mind, and ability to engage complex legal and human rights issues with clarity make him an exceptional candidate for continental service.

SAHRC Chairperson, Chris Nissen welcomed the nomination, stating:
“Commissioner Madlingozi embodies the expertise, integrity, and commitment required for service at the African Commission on Human and Peoples’ Rights. His extensive work in advancing constitutionalism, equality, and social justice in South Africa positions him as a strong and credible representative at continental level. The Commission is confident that his appointment would bolster Africa’s collective efforts to protect and promote human and people’s rights.”

Commissioner Madlingozi’s nomination reflects South Africa’s ongoing commitment to strengthening human rights institutions across the continent and enhancing the impact of regional human rights mechanisms. His appointment would bring considerable experience, credibility, and principled leadership to the ACHPR.
