The launch of this investigative report follows an investigation into complaints regarding the persistent and systemic challenges within the scholar transport system in the North West Province. These challenges include, among others, the use of unroadworthy and overloaded vehicles, unsafe transportation conditions, inadequate monitoring, and institutional failures that endanger learners and violate their rights.
The investigation was premised on the understanding that scholar transport is a critical enabler of the constitutional right to basic education. Where transport services are unsafe, unreliable, and/or poorly managed, learners’ rights to life, bodily integrity, dignity, equality, safety, and education are also compromised.
The launch will convene government officials, oversight bodies, civil society organisations, traditional leadership, learner representatives, and other stakeholders to reflect on the Commission’s investigative findings and directives on this important subject matter.
