Since the release of the Free State Enquiry Report on the status of poor service delivery on 19 November 2024, the Commission has identified a concerning trend wherein certain municipalities have failed to uphold crucial recommendations set forth by the Commission.
The Commission recommended that the Mangaung municipality must within three (3) months of receipt of the report must submit to the SAHRC a plan detailing how it intends to address sewage spills within the Metro. Moreover, the municipality must provide the SAHRC with its plans for urban development and site development. Be that as it may the Mangaung Metropolitan has not adhered to any of the few recommendations mentioned. This lack of compliance is worrisome and highlights the pressing need for continued monitoring and advocacy efforts.
In response to these challenges, the Commission has mobilised its monitoring, advocacy and research unit to monitor the situation by actively engaging with residents and other stakeholders on the compliance with its recommendations. It is important to note that during these community outreach activities, the Commission will be working closely with Human Settlements, Mangaung Metropolitan, and Central Electricity (CENTLEC) officials-the municipal electricity distributor, to ensure a comprehensive approach.
However, it is imperative to emphasise that this collaboration does not exempt the aforementioned departments' officials from being held accountable for any lapses in adherence to the recommendations of the report.
