It was in response to systemic challenges relating to water provision that the South African Human Rights Commission (SAHRC) released a report on the 16th of October 2023, after an inquiry into access to water and the efficacy of water service authorities in Limpopo Province. The inquiry was held because of an increasingly concerning number of complaints received from members of the public regarding their lack of access to water. The report contained several recommendations directed at all the water services authorities in the province.
One of the recommendations in the report is for water services authorities to submit plans on how they are planning to ensure efficient water provisions to communities within their jurisdiction after which the plans are to be implemented progressively. The SAHRC in Limpopo intends to meet with Vhembe District Municipality after the SAHRC has noted with great concern that there are several communities within the municipal’s jurisdiction still not having access to water.
This is after the SAHRC had released the above-mentioned water report and met with Vhembe District Municipality, for the Municipality to effectively implement measures on efficiently providing water to its communities. The SAHRC reserves its constitutional and legislative empowerment to litigate where there is non-compliance with its recommendations.
