Commissioner Malatji was appointed as a fulltime Commissioner at the South African Human Rights Commission in 2009 and is currently responsible for monitoring compliance in two focus areas namely: Disability and Older Persons.
As such, the Commissioner’s work in these areas involves the monitoring of compliance with the Convention on People with Disabilities (CRPD), and the Older Persons Act 13 of 2006. And is further targeted toward ensuring the realisation of the right to equality as provided for in Section 9 of the Constitution and in the Promotion of Equality and Prevention of Unfair Discrimination Act 40 of 2000 (PEPUDA), and for socio-economic rights as provided for in Sections 26 (housing); 27 (health care food, water and social security); 29 (education); and 34 (access to courts).
The complaints received by the Commission highlight systemic challenges relating to the achievement of equality, particularly in relation to disability and older persons. In the period between the 1st of April 2015 and the 31st of March 2016, equality related complaints have represented the single-largest proportion of complaints received overall (16%), of which disability complaint make up 9 %.
AIMS AND OBJECTIVES OF THE VISIT
The overall aim of the provincial visit will be to promote the work of the Commission, and entrench a human rights culture in the province.
The specific objectives of the provincial visit will be to:
• Monitor compliance of various institutions to the Convention on the Rights of Persons with Disabilities as well as the Older Persons Act;
• Raise awareness on the rights of persons with disabilities and older persons;
• Create collaborations with relevant stakeholders; and
• Promote the Disability Toolkit and its Monitoring Framework.
The provincial visit will be held as follows:

- 14:00: Visit to Stikland Psychiatric Hospital – Bellville
Manager of the facility to brief the Commissioner Malatji about the hospital and the people they cater for and possible challenges faced by the hospital in terms of catering for people living with a mental disability.
