JOHANNESBURG – The City of Cape Town has been ordered to halt all prosecutions of homeless people who allegedly break by-laws.
The Western Cape High Court also ordered the city to review its municipal legislation related to vagrancy and nuisances.
Seven homeless people asked the court for an interdict to stop the city from issuing fines and confiscating their belongings.

The Grahamstown High Court in Makhanda in the Eastern Cape has ruled in favour of the Centre for Child Law in the application to interdict the Eastern Cape Department of Education from excluding children without any documentation from public schools.
The Centre for Child Law filed the application after the Superintendent General of Education in the Province sent out a circular that budget, nutrition and post allocation to schools in the Province will be allocated based on the number of children with documents such as IDs, permits and passports.

According to Statistics South Africa (Stats SA) 2019 mid-year population estimates for 2019, around 18,7% of South Africans aged 15 to 49 years are HIV positive, with the total number of people living with HIV estimated at approximately 7,97 million. In view of the overwhelming evidence of the importance, impact on society, link to systemic disadvantage and historical discrimination on the grounds of positive HIV status, it is clear that stringent measures need to be taken to ensure that HIV positive people are able to maintain productive lives, remain gainfully and productively employed and that their basic human rights are at all times respected.

The provincial office of the South African Human Rights Commission (SAHRC) is investigating two local night clubs for alleged human rights violations.

The SA Human Rights Commission (SAHRC) has called for a criminal probe into complaints against three municipalities in Mpumalanga that released untreated sewage into local water resources.
The commission on Monday said it had found that the Nkomazi, Lekwa and Govan Mbeki local municipalities failed to effectively address the challenge of sewage spills.
